This is a relatively common phenomenon known as iridescence. I call this particular form "cotton candy iridescence" since the colors often resemble the pastel tones and textures of fluffy cotton candy!
Basically, it has to do with the way the crystals/droplets in the clouds reflect and refract light. All you need to see it is a pair of polarized sunglasses and some patience. Just look along the edges of clouds that are blocking the sun. And remember kids, don't stare directly at the sun

Holy crap this is the best iridescence I have seen. 
I hope to see this one day. The colors are unusual. Normally spring green and rose dominate.
